The deck officer ladder runs from Officer of the Watch (OOW, STCW II/1) through Chief Mate (or Chief Officer) to Master — all within STCW Chapter II, which governs the master and deck department. Candidates who have completed the cadet-to-OOW pathway (see Cadet to OOW) hold their first Certificate of Competency and begin accumulating the post-CoC sea time required for each senior rank. Senior deck officers lead departments, manage cargo operations, and ultimately assume command with full legal and regulatory responsibility for the ship, crew, cargo, and environment. Typical career duration from OOW CoC to Master CoC is 8–15 years depending on sea-time availability, shipping sector, and flag-state examination frequency.
Stands a 4-hour solo bridge watch. Typical contracts: 4 on / 2 off or 3 on / 3 off. Entry-level officer appointment.
Second in command. Responsible for cargo planning, stability, deck crew management, and safety management system (SMS) maintenance. Holds the 4–8 watch traditionally and is master's deputy for cargo and safety functions.
Final rank in the deck progression. Sole decision-making authority for navigation, cargo, safety, and crew discipline. Master reports to the shipowner / operator and is the company's designated representative on board for ISM Code compliance.
Chief Mate and Master examinations (LEOV II/2 and Master Mariner) are administered by MARINA. Sea-time is documented in the MARINA Discharge Book. Flag-state-specific — verify with marina.gov.ph.

State qualifying examinations for Chief Mate and Master CoC at accredited maritime academies. Ukraine is on the IMO White List. War-era considerations apply to document issuance and banking for salary remittance. Flag-state-specific — verify with the Ukrainian Maritime Administration.
MCA Chief Mate CoC: Phase 3 college + oral examination. Master (Unlimited) CoC: Phase 4 college + oral. MCA examiners are Flag State-appointed surveyors. Flag-state-specific — verify with gov.uk/MCA.
Navigatør klasse 2 (Chief Mate equivalent) and Navigatør klasse 1 (Master) issued by the Norwegian Maritime Authority. Flag-state-specific — verify with sdir.no.
Salaries increase substantially at each rank. Indicative 2025 monthly ranges (basic wage, foreign-going):

CoCs under STCW II/2 are valid for five years. Continued competence is demonstrated by 12 months of approved sea service in the previous five years (or 3 months in the previous six months), plus refresher training for time-limited endorsements: AFF, PSCRB/FRB, MEDFA, and all tanker advanced courses have mandatory practical refreshers. See career pathways reference for the full revalidation cycle.
STCW Regulation II/2 requires at least 12 months of sea service as an OOW (post-CoC) before applying for the Chief Mate certificate on ships of 3,000 GT or more. Some flag states require additional time or specific voyage types (international voyages, specific cargo sectors).
No — STCW Regulation II/2 requires the candidate to hold a Chief Mate CoC and to have at least 36 months of sea service as an OOW, including at least 12 months as Chief Mate, before applying for the Master CoC. The pathway is sequential and cannot be shortcut.
HELM (Human Element, Leadership and Management) at the Management Level is the STCW-mandated leadership and teamwork module for officers at management-level certification (Chief Mate and Master under STCW II/2). It builds on the Operational Level HELM taken for OOW and addresses command-level decision-making, crisis management, and management of resources at sea.
No — Medical First Aid (STCW A-VI/4-1) is the operational-level course, sufficient for OOW. Medical Care (STCW A-VI/4-2) is the higher qualification required of Masters and officers designated to take charge of medical care. It adds medication administration, surgical skills, and advanced MEDEVAC coordination.
The Ship Security Officer (SSO) certificate (STCW VI/5) is a mandatory requirement for the designated security officer on board, which is commonly the Master or First Officer. Most flag states require it as a prerequisite for the Master CoC. It covers the ISPS Code, threat assessment, security plans, and drills.
Flag-state caveat: STCW sets the international minimum for deck officer certification. Individual flag administrations may require additional examinations, specific sea-time types, or national course requirements not listed here. Always verify with the issuing flag-state administration.
