Crew-change hubs

In September 2020, in the depths of the COVID-19 crew-change crisis, IMO Circular MSC.1/Circ.1636 named 115 seaports as the designated hubs for seafarer rotation — the ports where agents concentrate flights, where visa-facilitation frameworks applied, and where the "Neptune Declaration" industry signatories committed to prioritising crew changes. That list continues to define the practical corridors most crew move through today.
