Paris MoU and Tokyo MoU performance lists rate flag administrations as White, Grey, or Black based on inspection and detention history over the previous three years; White is best. ITF FoC = Flag of Convenience under the ITF's campaign criteria (no genuine link between the flag and the beneficial owner).
