MARPOL 73/78 is the IMO's foundational marine environmental instrument. Six annexes cover discharge from ships. Annex I (oil) is universal; Annex II (chemicals) is universal; Annex III (packaged harmful substances) implements the IMDG Code; Annex IV (sewage) has some ratification variance; Annex V (garbage) is universal; Annex VI (air, sulphur cap, GHG Fuel Standard) is universal with regional intensification via ECAs + regional MoUs.
