DCS reporting via flag-state submitted to IMO. Verifier (typically the class society) audits the data each year. Operator uses the same data internally to identify low-CII voyages.

Regulatory detail & full definition

Mandatory annual reporting of fuel oil consumption for ships ≥5,000 GT in international voyages, under MARPOL Annex VI Reg. 27 and IMO Resolution MEPC.292(71). The DCS captures fuel consumption by type, distance travelled, and hours underway. Data is verified by the flag state or its Recognised Organisation and submitted to the IMO Ship Fuel Oil Consumption Database. The DCS data feeds the CII calculation and underpins IMO mid-term GHG measures. EU MRV captures broadly similar data for European voyages, and the two regimes are slowly aligning.
