A portable access ladder or bridge rigged over the ship's side to allow persons to embark and disembark safely.
MLC 2006 Regulation 3.1 requires that a safe means of access is available at all times when the ship is in port, imposing obligations on both the shipowner and the master. Port state control officers routinely check the condition and rigging of the gangway during inspections. The gangway must be rigged at a safe angle, secured against movement, lit at night, and the accommodation ladder or pilot ladder must be positioned to prevent a person falling between the ship and the quay. A dedicated gangway watch is usually posted to control access and monitor the safety of persons boarding or leaving.
