Each crew member maintains the rest-hour record sheet weekly; chief mate / chief engineer collate and review for compliance. Manipulation is a documented pattern at PSC and MLC inspection.

Minimum rest periods set by STCW Reg. VIII/1 and MLC 2006 Standard A2.3 — 10 hours rest in any 24-hour period and 77 hours rest in any 7-day period. Hours of rest may be divided into no more than two periods, one of which must be at least 6 hours, with intervals between rest periods not exceeding 14 hours. Records must be kept on board and made available to the seafarer. PSC and MLC inspections sample rest hour records routinely and detect commonly-encountered manipulation, which can drive detention.
