ISPS Security Levels

Three-tier security alert: Level 1 normal, Level 2 heightened, Level 3 specific threat — set by Contracting Government.

In practice

Level 1 normal; Level 2 imposed during exercises or after specific intelligence; Level 3 only for imminent threat. SSO implements the level-specific measures.

Regulatory detail & full definition
Three-tier security alert system in the ISPS Code Part A 4 — Level 1 (normal threat, default operating posture), Level 2 (heightened threat requiring additional protective measures), Level 3 (specific or imminent threat requiring further specific measures). Levels are set by the Contracting Government; the master is informed via the SSP and verifies port-facility level on arrival. Many port facilities operate at Level 1 routinely, with Level 2 imposed during exercises or after specific intelligence. PSC inspectors check the ship's security level at arrival and the supporting documentation.
