Minimum Safe Manning

Document issued by the flag state under SOLAS V Reg. 14 specifying the minimum manning by rank and qualification for safe operation of the ship. The Minimum Safe Manning Certificate is based on the IMO Resolution A.1047(27) principles considering the ship's size, type, equipment automation level, voyage pattern, and applicable trade restrictions. PSC inspectors verify the actual manning matches the certificate; deficient manning can trigger detention. Manning levels frequently come under operational pressure and are a recurring focus of seafarer welfare and union attention.
