Shipboard Marine Pollution Emergency Plan

Shipboard Marine Pollution Emergency Plan — combined SOPEP plus Annex II Noxious Liquid Substances pollution plan required by MARPOL Annex II Reg. 17 for ships ≥150 GT carrying NLS. The SMPEP merges the SOPEP procedures with NLS-specific response requirements for chemical tanker cargoes, recognising that chemical-spill response differs significantly from oil response. The plan is approved by the flag state and tested in drills covering both oil and NLS scenarios. The 2013 amendments tightened the SMPEP requirements and introduced the requirement for shipboard containers of dangerous goods.
