Ballast water exchange

The IMO Ballast Water Management Convention (BWM Convention, in force 8 September 2017) aims to prevent the transfer of invasive aquatic species through ships' ballast water. It defines two standards: D-1 (mid-ocean exchange, an interim measure) and D-2 (onboard treatment, now mandatory for virtually all ships after September 2024). Understanding D-1 exchange methods remains essential for officers managing records and operating in areas where treatment systems are unavailable.

D-1 exchange methods

• · Sequential: ballast tank is pumped down to structural minimum (typically less than 5% of capacity), then refilled with open-ocean water. Requires careful stability monitoring throughout.
• · Flow-through: open-ocean water pumped in while maintaining a full or near-full tank, overflowing through the air-vent or dedicated overflow; three tank volumes are pumped to achieve 95% exchange.
• · Dilution: simultaneous top-fill and bottom-discharge at equal flow rates; three tank volumes pumped. Preferred where sequential exchange would cause unacceptable free-surface or stability issues.
• · All methods require documentation of the volume pumped and the position at which exchange was conducted.

Geographic requirements (Regulation B-4)

• · Primary zone: ≥ 200 nm from nearest land AND in water ≥ 200 m deep.
• · Where primary zone is unattainable, secondary zone: ≥ 50 nm from land AND ≥ 200 m deep — as far from land as possible.
• · Where neither zone is achievable (e.g. enclosed seas such as the Baltic, Black Sea), the ship must notify the port State authority and conduct exchange at the deepest available position.
• · Some port States (e.g. Australia, USA) impose additional requirements or designated exchange areas.

D-1 to D-2 transition

• · MEPC.288(71) (adopted 2017) set the final phase-in schedule; from 8 September 2024 all ships must comply with D-2.
• · D-2 systems include UV irradiation, electrochlorination, deoxygenation, and filtration, or combinations — all require IMO G8 or G9 type-approval.
• · Ships with IOPP renewal surveys before 8 September 2019 that had not yet installed BWMS had extended deadlines linked to their next IAPP renewal; the final deadline was September 2024.
• · USCG VIDA (Vessel Incidental Discharge Act) sets equivalent D-2 standards for US waters; non-compliant ships may use exchange plus additional measures pending BWMS installation in some circumstances.

Ballast Water Record Book (BWRB)

• · BWRB entries required: date and time of operation, position (latitude/longitude), volume (m³) pumped or treated, tank identity, method used, officer's signature.
• · A separate entry is required for each tank and each operation (uptake, exchange, discharge, treatment).
• · BWRB must be retained for at least two years after the last entry; available to PSC at all times.
• · Crew should cross-reference BWRB entries with the ship's stability computer printouts to corroborate the volumes logged.

Stability considerations during exchange

• · Sequential exchange can reduce GM significantly when a large double-bottom or topside tank is partially emptied — free-surface effect is greatest when the tank is half full.
• · Chief Officer must plot the stability at each stage before commencing sequential exchange; limiting GM must not be breached.
• · In heavy weather, flow-through or dilution method may be safer as the tank remains full throughout.
• · Sloshing loads in partially filled ballast tanks must be considered in structural terms; consult stability booklet and ship-specific loading manual.
