The Panama Canal, opened in 1914 and returned to Panamanian sovereignty in 1999 under the Torrijos-Carter Treaty, is the second-most-important choke point in world seaborne trade. It links the Atlantic and Pacific Oceans, cutting ~8,000 nautical miles from the alternative Cape Horn / Drake Passage route. Operated by the Autoridad del Canal de Panamá (ACP), a Panamanian government agency. Fundamentally different engineering from the Suez Canal: the Panama route uses locks to raise vessels 26 m above sea level to the elevation of Gatun Lake, cross the isthmus at lake elevation, then lock down on the opposite side.
Opened 1914. Three-step system on each side: Miraflores + Pedro Miguel (Pacific), Gatun (Atlantic). Chamber dimensions: 305 m LOA × 33.5 m beam × 12.5 m draft. Vessels sized to fit are called Panamax — historically the largest vessel size that could transit. Post-2016 the original locks handle mid-sized and older tonnage.
Opened June 2016 after a decade of construction. Three-step system parallel to the original: Cocolí (Pacific) + Agua Clara (Atlantic). Chamber dimensions: 366 m LOA × 49 m beam × 15.2 m draft. Enables transit of Neo-Panamax vessels: post-2015 container ships up to 15,000 TEU, LNG carriers, and Suezmax tankers laden. Transformed Asia-US East Coast container economics.
ACP tolls are calculated on Panama Canal Universal Measurement System (PC/UMS) capacity, cargo type, and vessel type. Toll structure was overhauled in 2020 to be more per-TEU and per-vessel-type oriented. Indicative 2024-25:

ACP operates a booking system for guaranteed transit slots. Advance bookings can be made 6-12 months out; priority slots command a premium. During the 2023-24 water crisis (see below), booking-slot auctions saw peak prices of $2.0M+ for a single Neo-Panamax slot, on top of the standard toll — a historic anomaly.
Total transit time: 8-10 hours excluding waiting. Total Canal Waters Time (anchor to anchor): 15-30 hours in normal operations; peaks of 3-7 days during 2023-24 water crisis due to reduced daily transit capacity.
Panama Canal lockages consume freshwater from Gatun Lake — approximately 200 million litres per Neo-Panamax transit (a fraction is recycled through water-saving basins in the newer locks; the original locks are less efficient). Gatun Lake is fed by seasonal rainfall in the Chagres River basin. In 2023, the El Niño-affected dry season and record-low rainfall reduced the lake to critical levels.
ACP responded by reducing daily transits from ~36 to ~22, prioritising smaller vessels with lower water consumption per lockage, restricting maximum draft, and running the booking-slot auction system that saw historic-premium bids. Water levels progressively recovered through 2024 as rainfall normalised. ACP is studying a Río Indio reservoir project as a long-term water-security measure — construction not yet approved as of 2025.
Panama Canal pilots are Panamanian employees of ACP, generally former merchant marine officers with extensive specific training on the lock-specific manoeuvring dynamics. Pilotage is compulsory; the pilot has command of the vessel while in Canal waters — a unique regime among world pilotage. This is a fundamental difference from most other pilotage jurisdictions (including Suez) where the pilot advises and the Master retains command. Master retains ultimate responsibility for the safety of the vessel but not the tactical navigation during transit.
Original locks: mulas (electric locomotives running on tracks alongside the lock chambers) attach lines to the vessel at bow and stern for lateral alignment during locking. Neo-Panamax locks: no mulas — tugs assist directly, and floating fenders reduce lateral loads on the chamber walls. This is a subtle but operationally significant difference: Neo-Panamax transits require more tug capacity but less specialised infrastructure alongside the locks.
