The IMO/ILO Joint Database of Abandonment of Seafarers recorded a continued elevated cadence of abandonment cases in 2024, though below the 2020-21 COVID peak. Panama, Palau, Comoros, and Tanzania featured heavily as flag states of abandoned vessels; the concentration reflects both the size of these registries and the weaker DMLC-compliance regime versus IG-P&I-club-backed flags (RMI, LBR, MHL, BHS). Filipino, Indian, Ukrainian, Turkish, and Egyptian seafarers were the most heavily represented nationalities. The average time-to-repatriation trended down as MLC A2.5.2 enforcement matured, but wage-recovery outcomes remained highly variable and continued to depend heavily on ITF inspector engagement.
