The Palau-flagged general cargo vessel Arvin, abandoned by her owners with 12 Ukrainian and Russian crew on board, sank in a Black Sea storm in January 2021 while at anchor off the Turkish coast. Six crew members were rescued by Turkish Coast Guard; one was found deceased and five went missing. The case is one of the highest-fatality abandonment outcomes on record and directly influenced subsequent IMO and ILO advocacy for stricter DMLC-verification and flag-state pre-abandonment intervention protocols. The Palau registry subsequently withdrew several flags following the incident.
