The 2022-onwards Russia sanctions regime + Iranian sanctions enforcement created a distinct new abandonment pattern: 'shadow fleet' vessels (typically aged tankers with obscured beneficial ownership operating outside IG P&I coverage) whose owners suddenly become uncontactable when sanctions-related banking channels close. Distinct from traditional abandonment: (a) no IG P&I insurer to pursue under MLC A2.5.2; (b) flag-state administrations often themselves are smaller open registries with limited enforcement capacity (Comoros, Palau, Tanzania Zanzibar, Sao Tome); (c) crew nationality is disproportionately Indian + Filipino + Turkish + Sri Lankan working aboard vessels they may not have realised were sanctions-affected. ITF has documented ~40+ shadow-fleet abandonment cases 2022-2024. The Palau IRR de-flagging response has become the flag-state exemplar for reactive intervention.
