Flag check — what the flag means for your contract + rights

The flag state controls MLC enforcement, complaint routes, and financial-security obligations on your vessel. A 5-minute check tells you what you can expect — and what to do if something goes wrong.

Who this is for

Seafarers about to join a vessel under any flag they haven't sailed under, especially open registries (Panama, Liberia, Marshall Islands, Malta, Bahamas, Cyprus) and FoC-listed flags.

Practical steps

1. Look the flag up on /flags. Note the MLC status, the Paris / Tokyo MoU rating, and whether the flag is ITF-listed as a Flag of Convenience.
2. If the flag is FoC, expect the ITF inspector network to be your most reliable point of contact in port.
3. If the flag is on the Paris MoU black or grey list, plan for more frequent PSC inspections (and a Master who is jumpy about them).
4. Note the seafarer-complaint channel for that flag (most major flags publish one).
5. Save the flag's contact details in your phone.

Checklist

• Flag's MLC status confirmed (ratified / not ratified).
• Paris MoU rating noted (white / grey / black).
• FoC status noted.
• Seafarer-complaint route saved (URL or phone).
• Financial-security certificate carrier confirmed (P&I club name).
• Contact details for the flag's maritime administration saved.

Common mistakes

• Treating all FoC flags as equivalent. Liberia and Marshall Islands operate differently from some smaller registries.
• Believing the principal shipowner is responsible for MLC enforcement — that's the flag state's job.
• Ignoring an unfamiliar flag because 'the vessel looks fine'.
