The Estonian-flagged ro-ro ferry Estonia was en route from Tallinn to Stockholm in a Force-9 Baltic storm on the night of 27-28 September 1994 when her bow visor tore away at approximately 01:00. Water flooded the vehicle deck through the exposed inner-door assembly and she capsized within 30 minutes, sinking in less than an hour. Of 989 people aboard, only 137 survived — most from the Estonian and Swedish crew who managed to reach the exposed decks before capsize; passengers below decks had almost no chance. The 852 fatalities make Estonia the worst peacetime Baltic maritime disaster and the deadliest passenger-ship loss in European waters since WWII. The Joint Accident Investigation Commission (JAIC) attributed the loss to bow-visor design failures — insufficient locking mechanisms tested only in following seas. The findings have remained politically contested; a 2020 documentary reopened the debate on possible hull damage.
Estonia forced the industry to accept that a ro-ro ferry's vehicle deck floods to complete loss of stability in minutes — there is no time to abandon in an orderly fashion. Modern ro-ro operators drill: 'if the bow visor is confirmed away or the mezzanine is opening water, do not wait for the master's order — muster passengers on open deck immediately.' The MEPC and MSC also amended SOLAS Chapter II-1 to require the SOLAS 90 damage-stability standard on all new ro-ros — a real change in hull architecture, not a paperwork amendment.
