In practice, the DPA receives non-conformity reports and hazardous occurrence reports submitted by ship staff, analyses trends, ensures that corrective and preventive actions are implemented, and monitors the effectiveness of the SMS through internal and external audits. The DPA may also act as the emergency contact point in the company's emergency response plan, co-ordinating the shore-based response to a vessel emergency alongside the master. Port state control officers and SIRE/CDI inspectors routinely check that the DPA has been identified, that crew can access the contact, and that the reporting systems required by the ISM Code are functioning effectively.

The Designated Person Ashore (DPA) is the individual appointed by a shipping company under paragraph 4 of the ISM Code to serve as the link between the company's management and vessel personnel on matters of safety and pollution prevention. The DPA must have direct access to the highest level of management and must be given the authority and resources necessary to fulfil the role. The ISM Code requires that every company operating ships under the International Safety Management system names a DPA and publishes the contact details aboard all managed vessels.
