IMO GHG Strategy

IMO 2023 Strategy on Reduction of GHG Emissions from Ships — adopted at MEPC 80 (Resolution MEPC.377(80)), targeting net-zero GHG emissions from international shipping 'by or around' 2050 with indicative checkpoints of 20–30% reduction by 2030 and 70–80% by 2040 relative to 2008. The strategy commits IMO to mid-term measures combining a technical (GHG fuel standard) and economic (GHG pricing mechanism) element, with adoption targeted for 2025 and entry into force in 2027. The strategy aligns more closely with the Paris Agreement pathway than the previous 2018 strategy.
