GMDSS General Operator's Certificate — the highest GMDSS radio operator qualification under STCW Reg. IV/2 and the ITU Radio Regulations. The GOC qualifies the holder for service in all GMDSS sea areas (A1–A4) using all GMDSS equipment, including HF radio, satellite communications, NAVTEX, EGC, and DSC. The course covers radio regulations, equipment operation, distress procedures, and false-alert prevention. SOLAS Ch. IV requires at least two persons with GOCs on every cargo ship of 300 GT or more in international trade.
