In practice
Under the ISM Code's SMS framework, the technical superintendent is a key participant in the non-conformity reporting and corrective action process for machinery defects. They conduct vessel condition assessments, review oil analysis and vibration monitoring data, and ensure that MARPOL Annex I (oil pollution prevention) and Annex VI (air pollution) equipment — including ORB maintenance and exhaust gas scrubber records — is properly maintained and documented. TMSA (Tanker Management and Self Assessment), administered by OCIMF, requires tanker operators to demonstrate structured technical management processes, and the technical superintendent's performance directly affects TMSA KPI scoring and vetting outcomes.
Regulatory detail & full definition
A technical superintendent is a shore-based engineer officer — typically a former chief or second engineer — responsible for the technical condition, planned maintenance, and regulatory compliance of the propulsion plant and machinery systems of a defined group of vessels within a shipping company's fleet. The technical superintendent plans and supervises drydocking and special survey periods, co-ordinates with classification societies and flag state surveyors, manages spare parts procurement and technical budgets, and advises chief engineers on major machinery overhauls or troubleshooting.
