A senior shore-side manager responsible for the nautical operations, safety, and compliance of vessels in a company fleet.
In practice
The marine superintendent advises masters on navigational safety, port and terminal-specific risks, and ISM non-conformity resolution. They review and approve voyage plans for high-risk passages, oversee the execution of planned drydock programmes in co-ordination with the technical superintendent, manage crew certification compliance under STCW, and ensure that all statutory and class certificates are renewed before expiry. Under the ISM Code, the DPA (designated person ashore) function may be held by the marine superintendent or by a separate dedicated officer with direct access to the company's highest management level, as required by ISM Code paragraph 4.
Regulatory detail & full definition
A marine superintendent (also termed fleet superintendent or marine manager) is a shore-based senior officer — invariably a former master holding current or recently held class certificates — responsible for the nautical operations, safety management, and regulatory compliance of the vessels assigned to them within a shipping company's fleet. The marine superintendent implements and monitors the company's Safety Management System (SMS) as required by the ISM Code, conducts vessel audits and inspections, investigates accidents and near-misses, and liaises with flag state administrations and classification societies on behalf of the company.
