The Norwegian Seafarers' Union was founded 1910 in Oslo and today represents ~15,000 seafarers on Norwegian-flag and Norwegian-controlled foreign-flag vessels. Its central negotiating role reflects Norway's two-tier registration system: the Norwegian Ordinary Register (NOR) requires Norwegian crew and pays under domestic collective bargaining terms, while the Norwegian International Ship Register (NIS) is open to foreign-crewed vessels under the union-negotiated NIS CBAs — historically a compromise between the ITF Uniform TCC and Norwegian domestic wage levels. The union also negotiates the offshore-support-vessel (OSV) CBAs covering the North Sea rig-supply and construction-vessel fleets — a segment where Norwegian rates and rotations are historically among the highest in the world. For seafarers considering a Norwegian-controlled berth, the NIS-CBA rates published annually by the union are the reference point.
