The Bundesverband der See- und Hafenlotsen e.V. was founded 1949 in Hamburg as the umbrella body for the seven German pilotage Bezirke. Today BSHL represents ~800 German pilots across the coastal and river pilotage districts governed by the Seelotsengesetz 1954 — a legally-entrenched compulsory-pilotage framework covering the Kiel Canal (NOK), Elbe (Hamburg + Cuxhaven), Weser (Bremerhaven/Bremen), Ems (Emden), Trave (Lübeck), Wismar/Rostock, and Warnemünde districts. Each district (Bezirk) is separately licensed and pilots' careers are typically confined to a single Bezirk plus (for some senior pilots) an additional Bezirk. German pilotage is notable for the Kiel Canal (NOK): the ~100 km canal between the Elbe estuary and Kiel Bay is one of the world's busiest artificial waterways, and NOK pilots handle ~30,000 vessels per year — a substantially higher throughput than any single German seaport. BSHL also represents pilots at the ongoing EU-level debates on pilotage-market liberalisation, and works with IMPA on the annual Safety Campaign coverage of pilot-boarding non-compliance reports.
