Pilotage associations

Every port entry involves a pilot. Marine pilots are locally-licensed specialists who board arriving vessels at designated pilot stations and take advisory (in most jurisdictions) or full-command (Panama Canal, some others) authority for the transit into port. This directory covers the 10 major national and canal pilotage associations — the umbrella IMPA, key national bodies, and the Panama and Suez Canal pilotage services that shape the two most consequential man-made waterways in international trade.

• American Pilots' AssociationAPA · United States · founded 1884

  Primary US pilots' association. US pilotage is governed by the 46 US Code Chapter 85 framework — state-licensed pilots handle almost all US commercial pilotage under state pilotage boards, with the exception of the Great Lakes (US federal pilots) and certain military reservations (Navy pilots). APA represents state pilots at Congressional hearings, Coast Guard rulemakings, and interstate pilotage-board discussions.

  Primary Australia + NZ pilots' association. Australian pilotage is administered by state port authorities (Port Authority of NSW, Port of Melbourne, Port of Fremantle, Ports North Queensland, etc). AMPI represents pilots at AMSA (Australian Maritime Safety Authority) tariff consultations and Marine Order revisions. Also runs a professional-development programme for pilots on advanced ship-handling in the increasingly ULCV-sized Australian and New Zealand ports.

• Bundesverband der See- und Hafenlotsen e.V.BSHL · Germany · founded 1949

  Primary German pilots' association. Represents pilots across seven official German pilotage Bezirke: NOK (Kiel Canal), Elbe (Hamburg approach), Weser (Bremerhaven/Bremen), Ems (Emden), Trave (Lübeck), Wismar/Rostock, and Warnemünde. German pilotage is compulsory in coastal and river districts under the Seelotsengesetz (Sea Pilot Act) 1954. BSHL represents pilots at BMV (Federal Ministry of Digital and Transport) tariff consultations and at IMPA safety-campaign work.

  European umbrella body. Represents the European pilotage profession at the European Commission, EMSA, and Council of European Union Ministers of Transport. Advocates against European Commission proposals to liberalise pilotage services (which pilots' associations argue would undermine safety), and champions harmonised European pilot-competency standards.

• International Maritime Pilots' AssociationIMPA · United Kingdom · founded 1970

  Parent global body for national maritime pilot associations. Holds IMO Consultative Status (Category B) and represents the pilotage profession in IMO NAV, MSC, and STCW deliberations. Publishes technical guidance on pilot-transfer arrangements (SOLAS Regulation V/23) and champions safe-pilot-boarding standards worldwide.

  Primary Japanese pilots' association. Japanese pilotage is governed by the Pilot Act 1949 which establishes compulsory pilotage districts around major Japanese ports. JPA represents pilots at MLIT (Ministry of Land, Infrastructure, Transport and Tourism) consultations on pilotage tariff reviews and pilot-boat safety standards.

  Dutch pilotage service. Uniquely structured as a state-supervised private company (Loodswezen BV) fully owned by the Dutch pilots themselves — the pilots are simultaneously employees, owners, and licence-holders. Handles all pilotage in Dutch waters including the Rotterdam approach (world's busiest port by tonnage), Amsterdam, and Zeeland (Vlissingen + Terneuzen). Also runs North Sea approach pilotage to and from the pilot stations at Rotterdam Approach and IJmuiden.

• Panama Canal Pilots AssociationUPCP / Unión de Prácticos del Canal de Panamá · Panama · founded 2000

  Panama Canal pilots' association. All Panama Canal transits require an ACP-licensed pilot (unlike most ports where pilotage is compulsory but exempt-able via PEC). UPCP represents pilots in negotiations with the ACP on pilot compensation, transit-rotation frameworks, and the ongoing transition to Neo-Panamax vessel handling since the 2016 expansion.

• Suez Canal Authority Pilotage ServiceSCA Pilotage · Egypt · founded 1956

  Suez Canal pilotage service. All Suez Canal transits require SCA-employed pilots (Egyptian civil servants under a distinct Suez Canal Authority employment framework, not a private pilots' association). The SCA pilot's authority during transit is defined by the Egyptian Suez Canal Law + the SCA transit regulations. Notably, unlike Panama Canal pilotage, Suez Canal pilotage is advisory: the master retains command, and the pilot advises on transit tactics, tug configuration, and northbound/southbound convoy positioning.

• United Kingdom Maritime Pilots' AssociationUKMPA · United Kingdom · founded 1884

  Primary UK pilots' association. Represents pilots at UK Chamber of Shipping, Department for Transport, and Maritime and Coastguard Agency (MCA) consultations. UK pilotage is delegated by the Pilotage Act 1987 to Competent Harbour Authorities (CHAs), and UKMPA represents pilots across all major CHAs including the Port of London Authority, Port of Milford Haven, Aberdeen Harbour, and Belfast Harbour.
