The Panama Canal Pilots Association (Unión de Prácticos del Canal de Panamá) was formed in 2000 following the US-to-Panama handover of Canal administration (1999). Today UPCP represents ~300 ACP (Panama Canal Authority) licensed pilots who handle all transits of the Canal. Panama Canal pilotage is unique in that ACP pilots take ABSOLUTE command of the vessel during transit — a much stronger legal doctrine than the 'advisory pilot' framework of most other jurisdictions. The pilot's decision on tug arrangements, transit speed, and lock-entry sequencing is final; the master's role during the transit is largely to receive the pilot's instructions. Since the 2016 Neo-Panamax expansion opened the Third Lock complex, UPCP pilots have handled the transit of vessels up to 366m LOA, 49m beam, and 15.2m draft — a specialised competence requiring ongoing training on the Neo-Panamax lock geometry, tug-configuration protocols, and reservation-system logistics. For crews transiting the Canal, expect ACP pilot boarding at Balboa (Pacific) or Cristóbal (Atlantic) and a full pilot-in-charge relationship throughout the ~8-10 hour transit.
