The European Maritime Pilots' Association was founded 1963 as the European federation of national pilot associations under IMPA. Today EMPA groups the 30 national pilot associations of the EU + EEA and represents ~5,000 European maritime pilots. EMPA's core policy engagement has been the Commission's periodic attempts to include pilotage in the EU Services Directive framework — which pilots' associations have consistently opposed on safety grounds (arguing that competitive pilotage would create incentive to undercut safety standards). EMPA also represents pilots at EMSA and the Council of European Union Ministers of Transport on port-service regulation topics. On the technical side, EMPA co-publishes the European contribution to the IMPA Safety Campaign on pilot-transfer arrangements, and has published guidance on the European approach to PEC (Pilot Exemption Certificate) mutual recognition — a topic where each EU member state currently operates differently.
