ReCAAP Information Sharing Centre recorded a sustained rise in low-level opportunistic boardings of underway vessels in the Singapore Strait during 2024, with the majority targeting bulk carriers and tankers in the eastbound traffic separation scheme between Pulau Karimun Kecil and Batam. Perpetrators typically boarded at night, took engine-room spares or personal effects, and departed without confrontation. Under-25% of boardings were reported to have involved threat or use of weapons; no crew fatalities occurred. Singapore Police Coast Guard, Indonesian Marine Police, and Malaysian Maritime Enforcement Agency increased joint patrol density in response.
