Torres Strait + Great Barrier Reef pilotage

The Torres Strait (between Cape York, Australia and Papua New Guinea) and the Great Barrier Reef inner-route approach zone operate under one of the world's most demanding compulsory-pilotage regimes. Any vessel over 70 m LOA, any loaded oil tanker, or any vessel carrying hazardous cargo transiting the region is required to embark an Australian Reef Pilot for the entire passage. The regime is driven by the environmental sensitivity of the Great Barrier Reef World Heritage Area and by the technical demands of navigation through the Reef's narrow inner-route channels + Torres Strait's shallow tide-affected waters.

Compulsory pilotage regime

Compulsory pilotage was introduced under Australian Marine Orders Part 54. The compulsory zones cover:

Great Barrier Reef inner route — from a line off Cape York southward to Cairns Roads. This is the deep-water inside-Reef route used by most north-south east-coast Australian traffic.
Hydrographers Passage — an eastern approach through the Reef used by some outbound Queensland coal traffic.
Torres Strait — from Bramble Cay in the east through Booby Island and westward — the strait itself.

Vessels subject to compulsory pilotage: any vessel > 70 m LOA; any laden oil tanker regardless of size; any vessel carrying INF (Irradiated Nuclear Fuel) or other hazardous cargo. Vessels < 70 m LOA are strongly encouraged but not compelled.

Australian Reef Pilots

Pilotage services are provided by AMSA-licensed Reef Pilots. There are three licensed pilotage providers: Australian Reef Pilots Pty Ltd (the largest), Hydrographers Passage Pilot Service, and Torres Pilots Ltd. Pilots are experienced Master Mariners with additional Reef-specific training. Typical pilot service duration ranges from 8 hours (short segment) to 4 days for the full Cape York → Cairns inner route transit.

Pilot exchange at Booby Island

The primary pilot boarding + disembarkation station in the Torres Strait region is Booby Island, west of Thursday Island. Boarding by helicopter or launch. Pilot exchange (i.e. swapping pilots between the Torres Strait segment and the Great Barrier Reef inner-route segment) occurs at Booby Island for vessels transiting both regions.

REEFVTS — Great Barrier Reef Vessel Traffic Service

The Great Barrier Reef Vessel Traffic Service (REEFVTS), operated by the Australian Maritime Safety Authority from Reef VTS Centre in Hay Point, is a mandatory ship reporting service under IMO SOLAS V/11. All vessels transiting the Great Barrier Reef inner route + Torres Strait must maintain continuous contact with REEFVTS via VHF. REEFVTS provides real-time position monitoring, weather and current advisories, TSS-lane management support, and incident coordination. Non-compliance is a chargeable offence.

Traffic Separation Schemes + precautionary areas

Great Barrier Reef inner route TSS. Two-way separation with north-south lanes along the Reef inner passage between Prince of Wales Channel and Cairns.
Hydrographers Passage TSS. Two-way separation for the eastern coal-export route.
Prince of Wales Channel. Narrow single-lane bottleneck in the Torres Strait; strict speed limit + pilotage compliance.

Environmental sensitivity — grounding response

The Great Barrier Reef is a UNESCO World Heritage Area. Any grounding, oil spill, or hazardous-cargo incident triggers immediate multi-agency response from AMSA + Queensland Government + Great Barrier Reef Marine Park Authority. Notable historic incident: Shen Neng 1 (April 2010) — a Chinese-flagged bulker ran aground on Douglas Shoal outside the compulsory pilotage zone, damaging ~3 km of reef and creating a Australian public + political controversy. Post-Shen Neng, the compulsory pilotage zone was extended and REEFVTS reporting requirements strengthened.

Salvors have limited freedom of action in the sensitive zones; Nairobi Convention wreck-removal obligations would apply to any subsequent wreck.

Master's procedural checklist

Register the transit with Australian Reef Pilots + REEFVTS 48+ hours in advance.
Confirm which segments require compulsory pilotage based on vessel size + cargo.
Verify P&I cover is current + note the Reef-transit compulsory-pilotage requirement in the voyage plan.
Brief the bridge team on REEFVTS reporting points and required communications.
Verify UKHO/AHO chart correction status — Reef inner-route chart corrections are frequent.
Coordinate with the pilot at boarding for detailed transit plan + Master-pilot exchange.
Notify AMSA if the vessel elects the "outside route" (offshore of the Reef via the Coral Sea) rather than the inner route — outside route bypasses compulsory pilotage but adds transit time.
