MARPOL Annex III — Regulations for the Prevention of Pollution by Harmful Substances Carried at Sea in Packaged Form. The Annex defines the criteria for designating a substance as a marine pollutant, mandates compliance with the IMDG Code for marking, packaging, stowage, and documentation, and obliges flag states to issue penalties for violations. Annex III differs from Annexes I and II (oil and noxious liquid substances in bulk) in that it addresses the entire dangerous-goods packaged-form trade rather than bulk liquid cargo specifically.
