Minimum Safe Manning

The Minimum Safe Manning framework is the intersection of two persistent tensions in shipping: crew cost pressure (fewer crew = less cost) and safety necessity (enough crew to safely operate, maintain, respond to emergencies, and observe rest hours). SOLAS Regulation V/14 requires every ship subject to the Convention to be sufficiently and efficiently manned. IMO Assembly Resolution A.1047(27) (2011) sets the Principles of Minimum Safe Manning and provides a framework for flag-state determination.

SOLAS V/14 basis

SOLAS Ch. V Regulation 14 requires Contracting Governments to establish appropriate minimum safe manning for their flagged vessels. The regulation is short (~200 words); the operational detail is in the implementing IMO Resolutions and each flag state's national regulations.

IMO Res. A.1047(27) — Principles

• Purpose principle. Safe manning determination must ensure safe operations including safe watchkeeping, navigation, communication, emergency response, and safeguarding of crew health + welfare.
• Consultation. Flag state must consult with shipowners + seafarer representatives in determining manning levels.
• Objective assessment. Manning must reflect vessel size, type, cargo, trading area, watchkeeping demands, maintenance workload, and emergency response requirements.
• MLC hours-of-rest compliance. Manning must be sufficient to allow all crew to comply with MLC A2.3 rest-hour minimums without routine emergency-derogation.
• Review mechanism. Manning must be reviewed when vessel operations, cargo, or trading pattern change materially.

Minimum Safe Manning Document (MSMD)

Each vessel carries a MSMD issued by the flag-state maritime administration, specifying the minimum number of crew required in each rank category (Master, Chief Officer, 2nd Officer, 3rd Officer, Chief Engineer, 2nd Engineer, 3rd Engineer, ETO, Bosun, ratings, catering). The MSMD is:

• Posted on the bridge — always visible to the crew + inspector.
• Kept on file for PSC verification — checked at every PSC inspection.
• Bound to the flag state — the flag state can issue temporary MSMD for delivery voyage + then require an increase for the operational voyage.
• Reviewed on change of vessel use — e.g. moving a tanker from clean to dirty petroleum trade would trigger MSMD review.

Flag-state variance

Different flag states apply the IMO Resolution differently. Historically, the difference between the most and least demanding flag states for the same vessel type + size was ~4-6 crew. Since implementation of MLC 2006 + the III Code, variance has narrowed but persists. Notable positions:

• Norway (NIS) + Denmark (DIS) + UK. Traditionally at the more demanding end.
• Marshall Islands + Liberia + Panama. More permissive; lean toward operator flexibility.
• ITF FoC list. Flags on the ITF FoC list are subject to explicit ITF minimum-manning positions that can exceed the MSMD.

MLC A2.3 hours-of-rest interlock

Any manning that requires routine derogation from MLC A2.3 rest-hour minimums (minimum 10 hours/24 hour + 77 hours/7 days) is prima facie inadequate. PSC MoU inspection routinely audits hours-of-rest records against manning + duty rosters. Widespread non-compliance is a Category 1 PSC detention item + a flag-state review trigger.
