The Minimum Safe Manning framework is the intersection of two persistent tensions in shipping: crew cost pressure (fewer crew = less cost) and safety necessity (enough crew to safely operate, maintain, respond to emergencies, and observe rest hours). SOLAS Regulation V/14 requires every ship subject to the Convention to be sufficiently and efficiently manned. IMO Assembly Resolution A.1047(27) (2011) sets the Principles of Minimum Safe Manning and provides a framework for flag-state determination.
SOLAS Ch. V Regulation 14 requires Contracting Governments to establish appropriate minimum safe manning for their flagged vessels. The regulation is short (~200 words); the operational detail is in the implementing IMO Resolutions and each flag state's national regulations.
Each vessel carries a MSMD issued by the flag-state maritime administration, specifying the minimum number of crew required in each rank category (Master, Chief Officer, 2nd Officer, 3rd Officer, Chief Engineer, 2nd Engineer, 3rd Engineer, ETO, Bosun, ratings, catering). The MSMD is:

Different flag states apply the IMO Resolution differently. Historically, the difference between the most and least demanding flag states for the same vessel type + size was ~4-6 crew. Since implementation of MLC 2006 + the III Code, variance has narrowed but persists. Notable positions:
Any manning that requires routine derogation from MLC A2.3 rest-hour minimums (minimum 10 hours/24 hour + 77 hours/7 days) is prima facie inadequate. PSC MoU inspection routinely audits hours-of-rest records against manning + duty rosters. Widespread non-compliance is a Category 1 PSC detention item + a flag-state review trigger.
