Summary

Following the 2011 peak (237 attempted attacks, 47 successful hijacks), Somali piracy declined dramatically through 2013-2023. Contributory factors: multinational naval presence (CTF-151, EU NAVFOR ATALANTA, NATO Operation Ocean Shield), universal industry adoption of Best Management Practices (BMP4 + BMP5), armed private security guards on ~85% of high-risk transits, and stabilisation of Somali coastal governance under Puntland Maritime Police Force. By 2018-2019, only 1-3 successful hijacks per year. The 2023-2024 uptick coincided with the diversion of CTF-151 assets to the Red Sea Houthi campaign, allowing minor resurgence (see MV Lila Norfolk 2024-01, MV Abdullah 2024-03).
