What they do
Commands the vessel under the flag-state administration and the owner's instructions. Signs the SEA endorsements at sign-on/sign-off. Authorises permits, accepts or refuses unsafe operations, manages crew welfare, deals with port states, pilots, charterers, and emergencies.
