The US Coast Guard publishes Navigation and Vessel Inspection Circulars (NVIC) as guidance to industry + USCG marine inspectors on interpretation of Title 46 Code of Federal Regulations (CFR) requirements. NVICs do not have direct legal force but establish enforcement expectations + standard-of-care benchmarks in US courts. Foreign-flag vessels calling US ports rely on NVICs to understand USCG interpretation of SOLAS + MARPOL + OPA-90 + International Convention on Load Lines under US federal enforcement.
NVICs are numbered NVIC XX-YY where XX is the year-of-issue and YY is the sequential number within that year. Example: NVIC 03-16 = the third NVIC issued in 2016. Some NVICs have subsequent revisions indicated as CH-1 (Change 1) etc. The USCG maintains ~500+ NVICs since the 1970s; ~150 remain current.

USCG QUALSHIP-21 is the US Coast Guard's flag-state performance rating scheme. Vessels with a strong PSC detention history + robust ISM/SMS + zero-detention track record are eligible for QUALSHIP-21 designation + reduced-frequency inspection. Foreign-flag vessels trading regularly to US ports pursue QUALSHIP-21 actively; it materially reduces port-call inspection time. The QUALSHIP-21 exclusion list identifies flag states + vessel operators explicitly disqualified from the programme.
